Military & Overseas Voting

If you’re a United States citizen living overseas as a civilian or in the military, there are several ways you to request, receive and return your ballot.

Who Is Eligible to Vote?

If you are part of the military or expect to be overseas on Election Day, you can register to vote and request an absentee ballot online.

  • Active members of the uniformed services or merchant marine of the United States and their spouses and dependents;
  • Civilian employees of the United States government working outside the boundaries of the United States, and their spouses and dependents;
  • Active members of religious or welfare organizations assisting servicemen, and their spouses and dependents;
  • Persons who have been honorably discharged from the armed forces or who have terminated their service or employment in any group mentioned in this section within sixty days of an election, and their spouses and dependents;
  • A person who is residing outside the United States and is qualified to vote in the last place which the person was domiciled before leaving the United States;
  • A person who is residing outside the United States and (but for such residence) would be qualified to vote in the last place in which the person was domiciled before leaving the United States.

How To Register And/Or Request a Ballot

If you have a current application on file, military and overseas ballots and materials are sent to the voter not later than 45 days before the election.  Any applications for an absentee ballot received after this will be processed and transmitted no later than two business days after receiving the application. The last day an absentee ballot may be issued to a voter is 5:00 p.m. the Friday prior to an election.

Eligible “covered voters” can submit an application/registration for an absentee ballot until 5:00 p.m. on the Friday prior to the election (Section 115.912 RSMo).  

The last day to register and receive a full ballot is the fourth Wednesday prior to an election.

Important Note: The following requests are standing requests for all elections through December 31st of the year following the calendar year of the date of the application or another shorter period the voter specifies (Section 115.926(2) RSMo).

    Valid driver’s license or state ID;
    Passport;
    Copy of birth certificate;
    Native tribal documents; 
    Other form of government issued ID or document; 
    Current bank statement or utility bill. 

Return Your Ballot

You will receive your encrypted and secure ballot according to the method you selected on your absentee application. Instructions will accompany your ballot.
